What is the definition alkali?

From Textbook:

Acid - chemical substance which ionises in water to produce hydrogen ions, H+

Base - chemical substance which ionizes in water to produce hydroxide ions, OH-.

Then what is the definition of alkali?

My question here:
1. not all the base dissolves in water, so how do they ionise in water.

    for me better definition for base is chemical substance which reacts with an acid to form salt and water only.

2. Then alkali is chemical substance which ionizes in water to produce hydroxide ions, OH-.
   
   because alkalis are the soluble base.
